SEG is led by a distinguished team of business and education leaders, with more than 100 years of combined experience
leading education organizations.

 

Carol Pigoga, CEO

Carol Pigoga is one of the cofounders of SEG Measurement.  Her primary role is the management of the business side of SEG, including finance.  She has more than 30 years of experience in business management in the education, real estate and insurance industries.  
 

Scott Elliot, President and COO

Dr. Elliot manages the daily operations at SEG and also provides technical leadership for assessment and research projects.  He has more than 30 years of experience in assessment and research. Before founding SEG, he held senior management positions at several educational assessment and technology organizations. He has developed and implemented large-scale assessment programs used both nationally and in more than 30 states in both K-12 and higher education.
 
Dr. Elliot is a recognized expert in educational assessment and research.  He is a frequent contributor to the educational literature and a frequent presenter at educational conferences; he has more than 75 publications and conference presentations to his credit.
 

Hilary Rickert, Director of Marketing and Field Operations

Hilary Rickert manages the field operations for SEG's research and assessment projects and leads marketing at SEG.  Her commitment to client service and relentless follow up in the field are legendary at SEG.  Clients often comment on her projects and high levels of service.

For the past 25 years, Hilary has been involved in the marketing of educational services and management of field operations. Hilary's credentials include the management of sales, customer service, quality control, and technical support teams to support K-12 and higher education organizations’ national and international sales initiatives, assessment program development, and new systems implementation.  Specific project responsibilities include leading "Tech Alley" for a college assessment program's user conferences, assisting in the start up of a marketing company, working on the implementation of a science education program, and helping lead the implementation of an online writing assessment program.

Hilary’s experience with research began at a communications research company where she worked as a proofreader, survey creator, and then media buyer, using her journalism and teaching background to evaluate advertising.  Hilary has also worked as an intern at a local newspaper and was the assistant editor of Rider University's newspaper.

In addition to Hilary’s experience outside of the classroom, she has also been active in the classroom as a substitute teacher for multiple school districts.  She has had the unique opportunity to teach all grades and subjects -- from kindergarten, to high school boys’ basketball, to middle school French. 

Hilary attended Rider University and Westminster College and is a member of Sigma Delta Chi, the Society of Professional Journalists.  Her education and marketing expertise has spilled over into virtual worlds as an audio solutions provider and education networking advisor, conducting professional development workshops and seminars. 

 

Cathy Mikulas, Director of Assessment and Research Services

Cathy Mikulas and the Department of Assessment and Research Services manage the technical components of SEG's projects, providing high quality test development, psychometric, research, and assessment systems services to SEG clients.
 
Cathy has been developing and implementing assessment programs and conducting educational research for more than 20 years.   Over her career she has effectively served in a variety of leadership roles in test development, psychometrics, research, project management, and systems development.  Projects have included program management for a new state teacher certification program; systems analysis for a national medical certification program; test development for a national project management certification program; item development for a national English as a Second Language assessment program; test development and implementation management for multiple national online educational assessment programs; test development for district-wide paper and pencil benchmarking  programs; rubric development, rater training, and psychometric services for writing assessment programs; item calibration and vertical scaling for multiple national and statewide assessment initiatives; and planning, designing, testing, implementing, and evaluating various educational, assessment, and learning management software solutions.
 
Cathy earned a Master’s Degree in Educational Psychology with a focus on Psychometrics from Pennsylvania State University and also successfully completed Ph.D. candidacy examinations and coursework.  She received her Bachelor’s Degree in Mathematics from Bucknell University.  Her unique experience and commitment to technical and service excellence are major reasons clients cite for their positive reviews of SEG's services.
