Evaluating the Impact of Professional Development Components of Educational Programs: Missed Opportunities
Very often educational publishers and technology providers, focused on evaluating the overall efficacy of their product, fail to give enough attention to evaluating the impact of the professional development components they often provide with the program.
Professional Development (PD) is an increasingly critical component of program implementation. School buyers are carefully considering the PD component when selecting products and services. So, it may make sense to set up the study design to provide efficacy data for the PD component.
Rather than setting up an experimental or quasi-experimental design with only a single treatment group (and control group), professional development can be evaluated by creating two treatment groups: one in which the treatment with the professional development component is provided and one in which the professional development component is not provided.
The effects of the three groups can then be compared: control, treatment without PD and treatment with PD. This will provide information regarding the value/impact/efficacy of the professional development as well as the overall treatment.
Of course, there are some downsides to evaluating specific components of the product in this way. First, the inclusion of additional treatment groups increases the recruitment and management burden for the project. Second, this approach will likely increase the cost of the research.
The most important point is that publishers and technology providers looking to conduct efficacy research studies have a clear vision of the goals and requirements for the study at the outset to ensure that they are adequately addressed in the design of the study.

You might notice some changes in this month's issue. We thought it was time to update the "look" of the newsletter and to "beef up" the contents. Look for more exciting changes in the next few months. Please let us know how you like the new look and give us feedback on the content.
In the Technical Corner of this issue we explore the value of evaluating the professional development component of overall products and services being studied within efficacy studies. Our Featured Study this month is the development of a Benchmark Assessment Program for Curriculum Advantage.
SEG News reports on the Fall 2011 study we conducted with KnowledgeQuest regarding school buyer perceptions of efficacy research and embedded assessment. We also report on some wonderful feedback we received as part of a peer review of the research we conducted for Atomic Learning last year.
SEG will be attending several conferences and events this month. We look forward to seeing you there. Please let us know if you will be attending and if you would like to meet with us.
Featured Study: The Development of a Benchmark Assessment System to Measure Interim Progress and Growth Over Time
Curriculum Advantage (CA) offers ClassWorks, a rich Mathematics and Language Arts curriculum, to improve elementary, middle and high school student skills. The curriculum is used in a variety of ways including for RTI.
CA recognized the importance of high quality assessment to sales of the product and ultimately to student success. They asked SEG Measurement to design and develop a Benchmark Assessment System that would provide reliable and valid assessment of student skills and assess growth over time.
SEG developed multiple assessments at each grade level and field tested the assessments. Based on the field testing, SEG refined the tests and calibrated the entire set of assessments on a single vertical scale.
The vertical scale places all of the assessments on a common scale so that the assessment scores have the same meaning regardless of which assessment was administered and at what grade it was administered. This allows ClassWorks users to accurately measure student skill levels at any point in time and to accurately assess growth over time--even from grade to grade.
The Benchmark Assessments developed by SEG Measurement have significantly helped sales of the product and have helped make the product more effective for CA's customers.

Fall 2011 School Buyer Study
In the Fall of 2011, SEG contracted with a third party research firm (KnowledgeQuest, a division of MarketingWorks www.marketingworks.com) to conduct a study of factors affecting school buyers' purchasing decisions.
Eighty-nine percent (89%) of the respondents indicated that the quality of the assessments included in instructional products was "very" or "extremely" important to their purchasing decisions. Similarly, 84% of the respondents indicated that the existence of documented research on effectiveness was "very" or "extremely" important to their purchasing decisions. The results support the importance of both assessment quality and documented research when school buyers evaluate educational products and services for purchase.
High Praise for SEG Research Study in Peer Review
We are pleased to announce that "Improving Student Learning Through Teacher Technology Training: A Study of the Effectiveness of Technology Integration Training on Student Achievement", will be presented at the SITE Conference, Austin, TX on March 8. The research paper has also been accepted for publication in the annual summary of research highlights: Research Highlights in Technology and Teacher Education 2012.
The papers selected for SITE go through a rigorous peer review process. We were very excited to receive the following comment on the paper from an anonymous reviewer on the AACE/SITE 2012 Review Board:
"Who in our society has such masterful multivariate skills and clarity of writing as to produce this work?"
